Born in Gingerland, Nevis Dr. Izben Williams grew up and had his early education in Basseterre, St. Kitts. He migrated to Canada where he worked at sundry jobs while pursuing undergraduate studies in General Science The University of Toronto. His academic journey took him ultimately through the University of the West Indies, the University of Miami and George Washington University. He holds qualifications in General Medicine, Psychiatry and Public Health.
As a physician Dr. Williams practiced for many years in St. Kitts, in Nevis and in Anguilla, as well as in some other East Caribbean territories, where he served as Consultant Psychiatrist. He has held academic appointments in the Caribbean and in Canada and has authored various works and essays on psychiatric, public health, social and developmental issues.
Dr. Williams’ career has spanned a continuum of professional and personal pursuits, and has included entrepreneurship, community development, international relations and diplomacy. His community development work resulted in the 1988 establishment of “Outreach Foundation”, a non-governmental community development agency (NGO) which works primarily with youth-at-risk and their families, and on other psycho-social initiatives.
Appointed Ambassador Extraordinary and Plenipotentiary of St. Kitts and Nevis to the United States of America, and Permanent Representative to the Organization of American States (OAS) in July 2001.
As Ambassador in Washington he has served as a Director on several Boards to the benefit of the Caribbean and the Americas, including Young Americas Business Trust (YABT), and in other related capacities:
- Vice–President, Inter-American Council for Integral Development (2004-5)
- President of the Permanent Council of the OAS in 2005
- Chairman of CARICOM Caucus of Ambassadors in 2006
- Chairman of the OAS Committee on Hemispheric Security (2007-2008)
Prior to his diplomatic accreditation Ambassador Williams had represented and promoted his country in diverse capacities regionally and internationally - in the field of health, in social development initiatives and advocacy, and as an entrepreneur.
- The Ambassador is a Medical Doctor and he holds additionally a Doctorate in Psychiatrist, and a Masters in International Health Policy.
- He is a graduate of the University of Toronto, The University of the West Indies, and The George Washington University.
- He has held academic appointments in the Caribbean and in Canada and he has authored various works in Psychiatry, public health, social policy and human security.
Ambassador Williams has had sustained interest in issues of:
- Social policy and sustainable development,
- peace and conflict resolution,
- human rights, human security and governance.
